CAF Statement:
The Appeals Committee of the Confederation of African Football (CAF), applying Article 84 of the Africa Cup of Nations regulations, has decided to consider the Senegalese national team as having lost the final match of the TotalEnergies Africa Cup of Nations Morocco 2025, with the match result (3-0) in favor of the Royal Moroccan Football Federation.
Within the appeal submitted by the Royal Moroccan Football Federation regarding the application of Articles 82 and 84 of the Africa Cup of Nations regulations, the Appeals Committee issued the following decisions:
Acceptance of the appeal submitted by the Royal Moroccan Football Federation in form and substance.
Annulment of the decision of the CAF Disciplinary Committee.
Consideration that the behavior of the Senegalese team falls under the provisions of Articles 82 and 84 of the Africa Cup of Nations regulations.
Acceptance of the protest presented by the Royal Moroccan Football Federation.
Confirmation that the Senegalese Football Federation, through the conduct of its team, violated Article 82 of the Africa Cup of Nations regulations.
In application of Article 84, the Senegalese team is considered defeated in the match, with the score recorded as (3-0) in favor of the Royal Moroccan Football Federation.
Rejection of other requests submitted.
The Appeals Committee also decided the following:
Partial acceptance of the appeal related to player Ismail Saibari (number 11 in the Moroccan team).
Confirmation that Ismail Saibari committed a behavioral violation according to Articles 82 and 83(1) of the CAF Disciplinary Code.
Modification of the penalty to a suspension of two official CAF matches, one of which is suspended.
Cancellation of the financial fine of $100,000 previously imposed on him.
Partial acceptance of the appeal related to the ball collectors incident.
Confirmation of the responsibility of the Royal Moroccan Football Federation for the conduct of the ball collectors during the match.
Reduction of the fine imposed on the Federation in this matter to $50,000.
Rejection of the appeal related to interference in the Video Assistant Referee (VAR/OFR) review area.
Confirmation of the $100,000 financial fine on the Federation in this regard.
Partial acceptance of the appeal related to the laser incident.
Reduction of the fine imposed on the Federation to $10,000.
Rejection of other requests.
